Utah County

Premium basement finishing and remodeling services for homeowners in Utah County. Licensed, insured, and locally trusted.

Utah County is booming. With over 700,000 residents and growth that shows no signs of slowing, it’s one of the fastest-expanding counties in the entire country. From the tech corridor in Lehi to the university towns of Provo and Orem, from the sprawling master-planned communities of Saratoga Springs and Eagle Mountain to the established neighborhoods of Spanish Fork and Springville — this county is full of homes with unfinished basements waiting to become something great.

Utah Basement Finishing has been serving Utah County homeowners for over 20 years. We know the housing stock, the soil conditions, the permit offices, and the unique challenges that come with finishing basements in this part of the state.

Why Utah County Homeowners Are Finishing Their Basements

Utah County has the youngest average population of any major county in the state. Big families are the norm, not the exception. That means space is always at a premium.

Here’s what drives most of our Utah County projects:

  • Family growth — With average household sizes well above the national average, an extra bedroom or two downstairs is a game-changer
  • Home office demand — The Silicon Slopes tech boom means tons of remote and hybrid workers need dedicated workspace
  • Rental income — BYU and UVU create massive rental demand in Provo, Orem, and surrounding cities. A legal basement apartment can bring in $800-$1,200/month
  • Resale value — In a competitive housing market, a finished basement sets your listing apart

Utah County Basement Considerations

Soil and moisture. Utah County has a mix of clay soils (especially in the Provo/Orem bench areas) and sandy/gravelly conditions closer to Utah Lake. Clay soils hold moisture and can create hydrostatic pressure against foundation walls. We assess every basement for moisture before starting and recommend appropriate waterproofing solutions.

High water tables. Some areas near Utah Lake and in lower-lying parts of Lehi and Saratoga Springs have higher water tables. Sump pumps and exterior drainage may be necessary before finishing — and we’d rather tell you that upfront than have you discover it after drywall is up.

New construction prep. A huge percentage of Utah County homes are less than 20 years old. Most come with 9-foot ceilings, pre-roughed plumbing, and open layouts ready to finish. These projects move fast and cost less because the builder already did the hard part.

Older homes in Provo, Orem, and Spanish Fork may have shorter ceilings, outdated wiring, or original plumbing that needs updating. We handle all of it — bringing older basements up to current code while maximizing the space.

Cities We Serve in Utah County

  • Provo — University city, strong rental demand, mix of old and new
  • Orem — Family-friendly, great schools, homes from every era
  • American Fork — Growing fast with new developments on the north end
  • Pleasant Grove — Charming downtown, established neighborhoods
  • Eagle Mountain — Massive growth, almost entirely newer construction
  • Saratoga Springs — Master-planned lakeside community, newer builds throughout
  • Spanish Fork — South county hub, mix of historic and new homes
  • Springville — Art City with character homes and newer subdivisions

Permits in Utah County

Every city in Utah County requires building permits for basement finishing. The process typically includes:

  1. Plan submission — Layout, electrical plans, plumbing plans, egress details
  2. Plan review — 1-4 weeks depending on the city (Lehi and Eagle Mountain tend to be faster; Provo can take longer)
  3. Inspections — Framing, electrical/plumbing rough-in, insulation, final

We manage the entire permit process. We’ve pulled permits in every Utah County city and know what each building department expects. Our plans pass review the first time, and our work passes inspection the first time.

Cost Expectations for Utah County

Premium (apartment, theater, wet bar, full bath) $55,000 – $80,000+

New construction basements with pre-roughed plumbing and 9-foot ceilings typically come in on the lower end. Older homes needing moisture mitigation, electrical upgrades, or ceiling-height workarounds will be higher.
